Oct.1927 | The first president, Satoru Uchida, led the initiative, and together with Kojiro Tsukano and others, established the Kushiro Yoroen for the needy. (Elderly care/childcare/accommodation business) |

Apr.1964 | "Kushiro Yoroen" was renamed "Choseien," and the name of the corporation was changed to "Social Welfare Corporation Kushiro Aiiku Association." |
1967-1969 | As part of the aging maintenance plan, the old Choseien building was renovated over two years with subsidies from the national government, Hokkaido, and others for a total of 1,436 square meters (666 square meters and 770 square meters). (Changed capacity to 200 people) |
Oct.1970 | With subsidies from the Japan Bicycle Promotion Association and Kushiro City, we built a new rehabilitation facility for the mentally retarded, Tsurugaoka Gakuen (1,580 square meters, capacity for 50 people), and began operations in November of the same year. |
1974,1976,1980 | With subsidies from the Japan Bicycle Promotion Association and Kushiro City, we expanded Tsurugaoka Gakuen by adding 499 m2 for the severe building, and 434 m2 and 389.79 m2 for the training buildings. (Changed capacity to 110 people) |
Mar.1975 | In accordance with the aging maintenance plan, Chosei-en was expanded to 2,366 m2 in a 3-story reinforced concrete partially block building with subsidies from the national government, Hokkaido Prefecture, and Kushiro City, and 134 m2 was renovated. Total construction cost:292,247,000 yen. |
Jun.1976 | Chairman Saburo Hara retires, Keiichiro Kobayashi assumes the position of Chairman. |

Sep.1990 | Construction of a well at Tsurugaoka Gakuen, which had been a long-standing issue, was carried out with funding from Hokkaido, the Community Chest of Japan, and a grant from Kushiro City. Depth 250m, total construction cost 11,536,000 yen. |
